| GOAL |
| To accurately, efficiently, fairly and promptly administer quality unemployment compensation services through the collection of employer contributions and the payments of benefits to eligible people. |
| PROGRAM PROFILE |
Temporary IncomeUnemployment compensation provides temporary income as partial compensation to unemployed workers. UC programs are administered jointly by the U. S. Department of Labor and the individual states. The federal government establishes guidelines and pays administrative costs from funds collected under provisions of the Federal Unemployment Tax Act (FUTA). |
Weekly BenefitsWest Virginia pays weekly benefits for a period not in excess of 26 weeks under the regular state UC program. Through an ongoing program, benefits are extendable to 39 weeks if unemployment exceeds specified levels. Congress may also enact special programs which provide additional benefits on a temporary basis.Regular state program UC benefits are financed by state taxes on employers' payrolls that are maintained in the West Virginia Unemployment Compensation Trust Fund, a part of a federal UC trust fund for all states. |
Extended BenefitsThe ongoing federal/state Extended Benefits program, when triggered "on", is financed 50 percent from state funds and 50 percent from FUTA. |
| Other Federal UC Programs
Payments for former civilian employees, veterans, and individuals who have lost their jobs as a result of the nation's trade policies or as a result of a natural disaster are made from federal general revenue funds. |
Claimant EligibilityAll workers whose employers are subject to state UC taxes and former federal employees or members of the armed forces may be eligible. Claimants must have been employed and earned a specified amount of wages during at least two calendar quarters of a base period set by law. Claimants must also be able to work, available for work and seeking work. |
